"Sou Cidadão" (I am a citizen) Program

“Sou Cidadão” aims to streamline the integration of homeless people, with a view to issue and assign identification documents that allow them to access the rights and benefits that are necessary to their integration.

In 2018, CGD joined the Group for Strategy Implementation, Monitoring and Assessment (GIMAE) of the National Strategy for the Integration of Homeless People (ENIPSSA), contributing to the solving of cases of vulnerability across the country with a view to attaining socioeconomic inclusion and fighting poverty endured by homeless people.

Through the implementation of the "Sou Cidadão" program, which aims to streamline social integration for homeless people, in articulation with GIMAE and the Nuclei for Homelessness Prevention (NPISA), CGD strengthened its cooperation with the most vulnerable fringes of the population, ensuring follow-up on the social situation of homeless people who sleep in CGD facilities.

This program financially supports the issuance and assignment of identity documents (ID card, passport, residence permit) for homeless people eligible for these documents.

Private charities or social institutions benefitting from this program ensure the identification of homeless people, address the procedures required by official entities and provide assistance to document holders. CGD then submits an invoice to the institution with the cost of issuance of the identity documents.

CGD considers it to be highly important to find answers that help streamline social integration, enforcing its role and fulfilling its commitment to Portuguese communities, families and generations.
